What cell code should be mapped into a new workflow component (step) in NiW?

In the submitted paper to WORKS'2017, we considered that cells containing solely value assignment to variables, function declarations, library imports, or documentation are not executable code by themselves, therefore they should not be mapped into a new workflow component.

I understood that Regina has commented in the paper that she considered variable assignment as running code. Therefore it should be mapped into a new workflow component.

What I considered was just function declarations, library imports, or documentation are not components since assigning variables includes code.
I would agree that assigning variables should not be its own component, but if a notebook could just be variables being assigned, what would happen?
If you ignore that case and just add code to the next component, you have to consider that it could be that the assigning variables is the last cell, or vice versa if you append it to the previous component. I'm not saying it can't be done, I just think that it's a waste of your time and effort to deal with all of this; however, matters have changed since you put it on the paper.
