Ignore single quotes in command literal syntax?

Current behaviour:

> cmd.run `echo 'hi'`
'hi'

I copied a command line invocation into an ipso script, but the command failed because ipso preserved single quotes. I think that ipso should mirror the single quote behaviour of shell.

Proposed behaviour:

> cmd.run `echo 'hi'`
hi
