Patches don't seem to work on PS5 FW9.60

Whether this is still a work in progress or not, I am completely lost. I have looked everywhere and couldn't find a solution to this in the hope that it's a bug or something that doesn't work yet I'm not aware of... I'm opening a ticket here.
