[TASK] Work on Release Script

The Release Script has following work

• Produce Release Notes
• Break the script to more manageable functions
• Remove redundant information from the report (like showing 0 build states for all repo arch combination, showing x fro not present, etc)
• Consider how pkg changes can be tracked when no version change is done
• Avoid downloading meta info if available, give choice
