[Bug] DreamSync generates recommendations for empty wishlist

Description

When the wishlist is completely empty, DreamSync generates matches such as “project management group” or “passion for software development”

Steps to reproduce

Steps to reproduce the behavior:

1. Create user or users with an empty wishlist
2. Trigger DreamSync
3. Check the notifications from DreamSync in social media

Expected behavior

In my opinion, if the wishlist is empty, DreamSync should:

• either not send any recommendations
• or explicitly indicate that there is not enough data to generate matches
