Deprecation of Azure Language Studio

Azure Language Studio has been announced for deprecation on February 16, 2026.
Therefore, the exercise procedures in 02-qna.md and 03-language-understanding.md must be rewritten based on Microsoft Foundry.

probably related , cQA lab does not let import URL or file , both alternatives give same message.

The retirement just got pushed out, but we're still updating this to Foundry. The import should still be valid, we'll have to explore that
