Translated Text Output Overlaying Original Text Input

I have a user who is trying to translate a document from Russian to English in the Microsoft Document Translator app. However, the resulting document has overlaid the English output over the Russian text and it looks jumbled.
Of note, other PDFs translate fine from Russian to English. It is just a few particular documents that are having this issue so maybe it is how the PDFs were created? Just wanted to see if anyone has had this issue and if there are any known solutions. I can only include a screenshot of a small example but this is what the entire 130 page document looks like. Thanks!

Is the Russian original PDF the result of a scan from paper?
If so, I suspect this to be the result of all or portions of the document being an image containing text, rather than text. I recommend opening it in Adobe Acrobat and saving as Word document. Adobe Acrobat Pro can also OCR the text in the image and save it as a text document. Then make sure all text was recognized as text and manually delete any remaining images.
