Deleting memberships confirmation switch does nothing

When deleting memberships and probably other objects The user is prompted to confirm by flipping a switch. The membership is still deleted even if the switch is off. It should abort if the user doesn't flip the switch.

Plan to resolve:

• Reproduce on the memberships list/detail where the delete confirmation switch appears; inspect the JS handler to ensure it toggles the submit/delete button state correctly.
• Fix the event binding or target selector so the confirmation switch actually enables the delete action and/or triggers the modal.
• Verify capability checks and nonces on the server side accept the confirmed action.
• Add a minimal JS/functional test if possible to confirm the toggle enables delete.

Question:

• Which screen is affected (list table bulk delete vs. membership detail delete)? A screenshot or selector hint for the non-working control would help pinpoint it.
