Fix "No Avalanche Zone" by updating the cache #1023
Description
Every once and awhile users hit an issue where a zone id cannot be found in the avalanche center metadata. It seems like it's an issue where the center metadata gets cached and not updated, and the map layer has updated zone ids.
The solution here is to try to bomb the cache and fetch fresh data when we find this mismatch.
