Approach to "How To Build a Modern Laptop"

This has a few parts to it, but the goal is to identify what our "reference laptop" project contains under the hood, and what implementation designs are going to be used to put it together. Then break the implementation of each of these components into chapters showing the implementation, with deep dives into tutorial materials elsewhere in the library.
