Build Team, Systems & Deployers

• passed all source paths to the SCons build to enable full rebuild capability
• added missing dependency on Sandesh for vrouter-utils
• reworked the tox execution flow: switched to bash, improved error handling, updated whitelists
• removed RPM-based version detection; all versions are now defined in the build repository
• fixed kolla-ansible compatibility with OpenStack 2023,2024
• updated tf-dev-env to work correctly for external developers, in line with the documentation
• added additional unit tests.
• added r25.1 release
• various improvements to CI
• various minor fixes and cleanups
