Build Team, Systems & Deployers

• Completed multistage build migration — removed RPM build step
• Removed dependencies on third-party packages
• Simplified Python packaging — kept only bdist build, dropped duplicate pip build
• Switched external containers (Cassandra, Kafka, etc.) to upstream images
• Migrated test environment to Rocky Linux 9
• Fixed possible cause of memory leak issue in contrail-named
• Fixed several minor bugs and build issues
