Sending Peppol using Oxalis getting error "Stack Trace Error Message: network.oxalis.api.lang.OxalisTransmissionException: No transmission is provided"

We are getting this message when attempting to send Peppol payloads through to Finland Access Point. This only happens with some of the transactions but seems to recur when we just try to reprocess a transaction that has previously failed. The payload has been validated prior to the attempted send. This is also occasionally happening with Luxemburg and Sweden however for these countries, we just resubmit the transaction and it normally works fine. I would just like to get more information regarding what might be causing this issue.
