Write a Cron taskable Python interface for Turbine

Goal here is to be able to dynamically call an 'R' workflow that will, start-to-finish, build a new wind suitability model when new FAA data is published. The python script is just a wrapper -- the bulk of the processing will happen in the 'R' Turbine package. Python script should be able to install Turbine from Github as needed.
