Meterpreter shells aren't working reliably on arch: arm64 vdmk

Steps to reproduce

How'd you do it?

1. launch msfconsole
2. try a meterpreter shell on any target that's vulnerable (no AV etc blocking)
3. try a basic shell to confirm we're not hallucinating

What should happen?
a full Meterpreter shell is launched

What happens instead?
Meterpreter shell launches, but errors on loading stdapi. using load stdapi fails also. this prevents using the suite of meterpreter commands.

shipped with with arm64 vdmk

this happens because of an issue with the version of rex gems and stdapi's dependencies on them in this version of msf. i would need to revert to re-create and catch the debug.

Workaround

install latest metasploit-framework package (6.4.82 at the time of writing).
