Self-host VPN nodes cannot operate simultaneously with each other

I have two self-hosted VPN nodes on different servers.
Problem:

On the first server: self-hosted node + connection to another node → the panel shows the connection, and traffic passes through both nodes.

On the second server: self-hosted node + connection to the first node → does not work correctly, the panel shows the connection, but traffic does not pass.

pasarguard restart forces the second server to work, but when connecting to the first panel via config, the first one stops.

Question: how can two self-hosted VPN nodes on different servers be made to work correctly at the same time without restarting, so that both nodes work correctly and process traffic simultaneously?

If not to the panel, then where? The panel processes all traffic.
