Throttle Chat Warnings #8
Description
Add a limit to how often BuffCount writes out warnings in chat to prevent "spam". For example: no point spamming the same message 15 times a second. Limit to 2 or 3 times a second? Also, maybe limit per buff also.
Additionaly, maybe add an option to decide whether or not to show chat warning. It could be entirely optional.
