Include URL Health on Data Source Details

Requirements

• add a representation of "URL Health" near the Source URL on Data Source Details
  • e.g. https://pdap.io/data-sources/4403
  • either a distinct "URL Health" value under Source URL, or a pill-shaped label under the URL with its health
• Consider adding it to search results
  • consider an iconographic / color-coded shorthand way of indicating a URL's health
  • any time a user goes to click a URL to an external location, we'd be saving them head/heartache if we set their expectations appropriately about whether a URL is going to work well for them
