[FEATURE] C++ devcontainer

Describe the feature request

The devcontainer currently provided, provides a nice user experience for the deveopment of the Python wrapper of PGM.

In addition it would be nice to extend the devcontainer to have a similar experience for the C++ development:

• Install necessary build tools like CMake
• Possibility to debug tests from an IDE

I see two possibilities:

• Extend the current devcontainer such that it can be used for Python and C++ development
• Create an additional devcontainer for C++ development so that there is one for Python and another one for C++ reference
