Add option to install cpu-only PyTorch dependency

Installing PyGEM with PyTorch+CUDA is about 7GB heavier than installing the CPU version of PyTorch. So it would be great to add an option to install PyGEM with the cpu version of it - especially for testing (#52 #53).
