Send data from GSW to FSW board

We need to be able to control the rocket's GPIO from the ground.

**Describe the solution you'd like**
Implement methods for sending a request to toggle the camera on/off.

**Additional context**
Look into interfacing with Grafana to toggle GPIO via a button.
