Description
most of gsw's consumers don't need high data rates and are intended for human viewers on 60hz displays. we should implement an API that lets consumers query aggregated values.
could be interesting to implement this in gsw_service to generate pre-aggregated streams, but also could be a better idea to do separately to keep gsw_service slim and let apps decide what rates they can handle.
