No, Rare is a multi-platform application, and the best GUI toolkit for that is Qt in my opinion, and by a large margin. At the same time, Rare being a UI to legendary, means it is very much tied to the toolkit it is using, that is to say that it would be an almost complete re-implementation of Rare. That being said, at some point Rare might transition to QtQuick if it makes sense to better support handhelds and controller based setups.
