This:

should probably be:

  EditorExe="$(ProjectRoot)\Binaries\Win64\$(EditorTarget)-Cmd.exe"
  Arguments="-CreateReleaseVersion=&quot;$(ReleaseVersion)&quot;" />

EditorExe probably needs some magic so it's not set if the EditorTarget is legitimately UnrealEditor (which would be the case for blueprint-only projects)
