Improve NOTICE.md generation #6
Description
Right now, NOTICE.md is generated before every build from the subprojects.
Under certain circumstances, I think this is related to git configuration but I might be wrong, NOTICE.md is marked dirty due to a difference in line breaks.
It's not ideal that a generated file is also checked into the repository, but I can live with it considering the source files (LICENSE and NOTICE.md in subprojects) don't change too often -- as long as the above issue doesn't occur.
