Add data source and check data license #2

Maybe you folks can put the data source in the Readme? For instance, did you scrape these files from the Colorado Oil and Gas Commission or something like that?
Maybe just link to that in the main README of your Petrodict repo. Also want to make sure that the terms of use for the data are compatible with the Apache 2.0 license that you've selected for the software project.
Further afield you may need to detach the data from the software as far as licensing is concerned.
