Set up GitHub CLI and use GitHub API for over the air updates on PR's accepted to main branch

Objectives:

• Automated version checking, car software version compared to latest release and updated on diff.
• Script or other method for constant monitoring
• Car software and raspberry pi software for UI integration into these Automated updates Actions / Workflows

Next Steps:

• User triggered OTA Updates on UI (UI Button)
