Elapsed time calculations are flaky

The problem is that I am using different sources to get start and finish times and it is really a bunch of spaghetti code as i was just trying to get old and new stuff to work together

Need to start by parsing csv to date object(s) as there is one per fleet and store them as easily accessible properties.
Then make sure to always get the date/time from races object. This could also be made easier by storing the flteet in the competitor object when creating the database
