Subscription timeout for regular jobs

Add break/deletion/timeout criteria for a task (e.g. 3 months and after two and a half months send mail with reminder to resubscribe).

If criteria does not hold anymore, delete the task.

Criteria should be checked in in manage.py ~ line 73. Added a TODO.
