DOC: Fix .md links in README.md and enhance it

What's wrong with the existing documentation

As part of the GSSoC I aim to enhance the README.md to make it more comprehensive and user-friendly. The improvements will include the following:
Table of Contents: Create a table of contents for easier navigation.
Code of Conduct: create a section and add link of CODE_OF_CONDUCT.md in main readme.md
Contributing Guidelines: create a section and add link of CONTRIBUTING.md. in main readme.md
Add a feature in section that hightlights the project is a part of gssoc
