When updating a resource_class there is an error for creating CPU value

When updating a resource class in the admin panel, no value for CPUs makes the validation successful. Maybe there is a conversion problem. The dev console doesn't show any request, so it could be a ui issue as well.

1. open admin panel
2. choose a resource pool
3. click "update" on a resource class

@eikek but this the original description from slack talks about the quota. What you show above is just updating a resource class. Those are 2 separate things.

the failure comes from the fact that quota.cpu is seen as a very small value instead of what it should be, thus preventing the resource class from being valid.

This is related to the quota in k8s. The quota has a valid value for the cpu in k8s - i.e. something like "40" but when we query the resource pool from the data service API the quota says something like 4e-8 for cpus.

@olevski I'm not sure, perhaps I confused different slack threads. This was the issue I was running into when trying things out with @sambuc on dev.

These are the same thing, you could not save a resource class because you where asking for a full CPU, while (incorrectly) the quota of the resource pool is seen as only having 1.xE-Y CPU for the pool (where Y is in the range of 7,8).
