Add option to always include default slide #2662

Is your feature request related to a problem? Please describe.
The default slide typically contains blank pages suitable for use as a whiteboard. However, if users pre-upload slides in PILOS and then use them within BBB the default slide is replaced. Consequently users can no longer switch to the default slide within BBB.
In contrast to uploading slides directly in BBB, where the default slide is preserved.
Describe the solution you'd like
There’s likely no universal agreement on whether the default slide should be retained. Therefore, adding a new global configuration option to keep the default slide even if custom slides are uploaded would be a good compromise.
Describe alternatives you've considered
Always include default slide - no config option to customize. Downside: Some users might perfer the way it is currently handled.
