RMS image not starting

Created RMS image the below command:
.\build_image.bat -i rms -s C:\Users\ykalidin\Desktop\640-v84\be\6.4 -t rms:fi

Exception:
java.lang.NoClassDefFoundError: io/opentelemetry/sdk/OpenTelemetrySdk

RMS is working when opentelemetry module is added.
