Create website using gh-pages

Currently the readme is a mixture of help for developers and end-users. Creating a website to display how to use RSIRCBot would make it easier to share information and spread the knowledge of it.

Some useful things to show on the website would be examples of popular commands and their outputs, a summary of available commands, and how to get it in their irc channel.
