Build in to ubuntu/debian package #7
Description
As the bot is currently hosted on a Ubuntu VPS it would be helpful if the build script could generate a debian package for easier removal/installation/upgrade through the use of dpkg.
Ideally this would make automatic deployment for issue #6 easier to accomplish.
In addition to generating a debian package, the proper scripts should be built/included so that the bot can easily be managed through the use of the service command e.g. sudo service rsircbot restart
