Job created, Pickup and Delivery time should have time gap

Description

Make sure the job created have a time gap depending on the distance of the pickup and delivery location .

To Reproduce

GO to the website and login as a buyer and create a job and enter the same pickup time and delivery time currently there is no validation for this

Expected Behavior

The website should reject such kind of job as delivery and pickup time should be different.
