Change Network to support distances to all targets

Currently, any point of network has distance only to the closest target and, with this, operation like maximum distance is not correctly e.g. Moreover, it is not possible to reach all target from some place.
The other problem is the complexity about how to determine when each target enter in the network.
This solution became trivial this problems.
