Check Time Controls date range slider

For the test event, moving the sliders under Time Controls appear to have different precision when restricting the time limits to be within the first 0.1 day of the event. The original time slider currently on production also has 3 decimals of precision which gives the slider a higher resolution grid to filter the pointings on. Functionality should be checked.

Also when you have an instrument unselected or hidden, moving the time slider will re-add that instrument back onto the sky map. See below ZTF and GOTO are unchecked, but moving the time controls slider caused them to reappear.
