Windows can not find 'bin\LauncherParadoxosModManager.bat'

I tried launching both the exe as well as the bat and they both just give me:
Windows can not find 'bin\LauncherParadoxosModManager.bat'. Make sure you typed in the name correctly, and then try again.

I got no clue what happened or went wrong
