feat: Add "newly vital members" category

The newly vital members should be defined under the category `all_new_vital` and the description of it is written below

> Explanation for the activity type `all_new_vital` is that the members who are now vital and they weren't vital in the previous period. This is a representative of new people being vital but the members within the category can apear as vital in two or more periods before.
