[AnalyticalCardHeader]: Neutral state uses same color as None

Bug Description

In the AnalyticalCardHeader component, the state property is described as:
The semantic color which represents the state of the main number indicator.Available options are:

• None

• Error

• Critical

• Good

• Neutral

Currently, both None and Neutral states are rendered in black. This makes them visually indistinguishable.

Expected Behaviour

The Neutral state should have a distinct semantic color (e.g. blue), different from None, in order to clearly communicate a neutral status rather than the absence of a state.

the "None" state is intended to have the same color. The difference is that it shouldn't add the tooltip and accessible name for the state (see description of ValueColor.None)

Though when looking at the implementation, I noticed that we implemented a regression which removed the tooltip from the numeric content, so for sighted users there is currently no difference between the two states noticeable. This will be fixed in the linked PR.
