Toil dependency on boto/boto3

Toil 5.3.0 has an unrecorded dependency on boto and boto3 (see https://github.com/DataBiosphere/toil/issues/3565)

A fix has been merged but not yet released. When this happens, drop the extra lines in the requirements file.
