Steam OS 3.7.19
On Steam OS 3.7.19, I can't access 5.1 or 7.1 sound at all regardless of the equipment used.
My tests were conducted using two soundbars (JBL 300 and JBL 1000), one LG C1 OLED TV with two docks (Rog Bulwark and Ugreen), and one LG Ultragear 32G810SA-W monitor directly from a USB-C connection to display port or with the docks connected.
In game mode, I have the 5.1 or 7.1 options, but if I select them, it automatically switches back to stereo once I leave the screen.
In desktop mode, I only have the choice between Hi-Fi Quality Music or Pro Audio, no Dolby Digital 5.1 or 7.1.
I have reinstalled Steam OS three times, and I still have the same issue.

On Windows with the same hardware, I do have multichannel sound on my Legion Go S Z2Go.
With the same equipment used, a Legion Go Original running the same version of Steam OS does offer multichannel sound.
So that's why I think it's a driver issue.
Steps for reproducing this issue:
1 . Connect the equipment via HDMI or DisplayPort (directly to the TV or directly to the soundbar)
2 . Turn on the equipment and then turn on the Legion Go S
3 . Go to the Audio menu
