install error

I am trying to install PennCNV and getting:

    khmm_wrap.c:738:20: fatal error: EXTERN.h: No such file or directory
    #include "EXTERN.h"
                    ^
    compilation terminated.

I have tried source and clone and received the same result, I also confirmed all perl tools seem to be installed... Thank you.
