Feat: Consolidate distance and area measure tools into Tools component

Feature

Migrate the distance and area measurement tools into the Tools component in the top-left of the map, consolidating all map tools into a single component.

Current State

Measurement tools exist as separate UI elements from the main Tools component.

Desired State

All map interaction tools (including distance measure and area measure) live in the top-left Tools component.
