fix location of generated json schemas for valuesets

Generated ValueSet schemas should not be deployed to subfolder schemas of the deployment folder. rather it should be deployed to the root of the deployed folder.

It seems to be deployed OK on smart-base as:
https://github.com/WorldHealthOrganization/smart-base/tree/gh-pages
has https://github.com/WorldHealthOrganization/smart-base/blob/gh-pages/ValueSet-CDHIv1.schema.json

But on smart-trust I see things deployed at:
https://github.com/WorldHealthOrganization/smart-trust/blob/gh-pages/schemas/Actors.schema.json

can you investigate why this discrepancy is happneing

seems to have an error since the expasions.json is always created and if its a empty bundle ,the action returns error
