ZLINEs (DLINEs) work on InspIRCd, but NOT on Charybdis/ChatIRCd #75

ZLINE Functionality works with InspIRCd, but does not work with Charybdis or Charybdis forks. (Possibly other IRCds as well)
The new OperServ ZLINE functionality works with InspIRCd (tested on InspIRCd 2.*), however it does not work on Charybdis or Charybdis forks such as ChatIRCd.
(While I have not tested; it is possible that it also is not working on other IRCds as well)
