Add AAR, ADR, Delays to Event Reports

Extension of #321

Description
Event reports have been created, but we need to add the following once the SimTraffic data warehouse is available. @kjporter will have the information when this is available

Acceptance Criteria

• Peak AAR Added to Report
• Peak ADR Added to Report
• Peak Delays Added to Report

Dev Notes

• The database is all ready to accept this data in a json format
  • peak_aar
  • peak_adr
  • peak_delays
• This data will need to be added and displayed on the existing admin event report
