TA configuration of training sessions

Description
Each time the TA changes the training order, it creates a lot of work for the WM to update the website to comply with new session types and IDs, mapping sessions to categories, etc. Over time, this has created a real mess with lots of orphaned sessions in the back end and no real system for tracking. With this PR, we will develop a system that allows the TA to update the sessions as they see fit without needing a big PR and immediate WM engagement to sync with new training order roll-outs.

Acceptance Criteria

• All functions available from the 4th tab of the TA dashboard
• TA can create, edit, and inactivate training sessions
• Provide all functionality to order, name, and categorize a training session
• Functionality to deal with orphaned sessions (cannot be deleted because the ticket types will still be in our system)
• Allow TA to modify settings for solo cert pushes to VATUSA from this control as well (which field, cert duration, etc)
