Multi Browser/Tab/Device Training Ticket Management

Description
Trainers are authoring training tickets on multiple devices and in multiple browsers/tabs. This is causing unexpected behavior when a ticket is updated/finalized in one tab and drafts are still open in other tabs. #859 added a guard to prevent finalized tickets from reverting to draft, but we need a more comprehensive solution to gracefully allow the UI to deal with this scenario.

Acceptance Criteria

• Keep training tickets in multiple tabs consistent or...
• Prevent editing/creating the same ticket in multiple browser sessions
• Gracefully transition between a draft ticket to an editable finalized ticket when the ticket is no longer in draft
